The hue and cry over Hillary Clinton's 30,000 e-mails containing classified information has overlooked the fact that it is the sender of classified material to an unclassified e-mail account who is responsible for the spillage, not the recipient.
Recipients are obligated to report the receipt of classified material on an unclassified account to their security officer as soon as it is recognized to be other than unclassified.
It is unfortunate that the director of the FBI, who correctly found no criminal intent, did not explain what it was that was determined to be classified material.
Under Executive Order 13256 it is clear that something may be classified only by the owner of that information, and the classification must be applied by an Original Classification Authority (OCA) — the information owner.
