On water woes, Baltimore leaders pass the buck

I find City Councilman Bill Henry's comment about pinning the blame on Washington for Baltimore's crumbling infrastructure to be infuriating ("Waiting for water: Residents count on city crews to deliver," March 6). Why should federal funds or even Maryland state funds be used for this purpose? It is time the council to "man up." This is Baltimore's problem, and it is their responsibility to fund and fix it. Federal funds should be used for items of national interest (i.e. interstate highway systems), not for covering Baltimore's neglect in adequately funding its infrastructure maintenance for the past 50 years. Yet Baltimore leaders continue to give away millions in tax benefits to rich developers and then expect others to pay their bills. Unbelievable!
