Baltimore is 'out of control'

Between April 28 and May 6, there were 11 homicides and 18 non-fatal shootings in Baltimore City, which has also seen 235 businesses damaged, 15 buildings burned, 144 vehicle fires and 130 police officers injured — all because a young man with a long criminal record was accidentally killed while in police custody ("Exclusive look inside the Freddie Gray investigation," May 2).

What is wrong with this picture? The city is out of control, and it has nothing to do with the police except that the police probably need more manpower and more weapons to combat the thugs — and I don't mean "frustrated children." I mean thugs.
