It is indeed sad that the finance managers and project managers in Baltimore City need an investigation by The Baltimore Sun to tell them that they have a serious contract management problem, with huge cost over-runs being apparently the norm within city government and totally ignored by lawmakers and the comptroller alike ("Lawmakers concerned over millions in cost overruns on Baltimore contracts," July 19). It is incumbent on our city project managers to manage each contract effectively and assure that contractors perform their work within budget and on schedule, but apparently city managers could care less about this waste of government money and contract mismanagement. The only plausible excuse is incompetence, and it seems we are finding this to be more the norm than the exception. Kudos to The Baltimore Sun for exposing this atrocity. We can only hope that lawmakers do their jobs and start holding city project managers accountable.
