Rather than advocating another law to ban driver cell phone use, why not enable cell phone towers to give no response to any cell phone in motion (traveling more than 10 mph)? This should not be difficult with the proliferation of GPS and the fact that cell phone towers keep track of every cell phone's location anyway.
This, obviously, would upset riders in the vehicle who also could not take calls until the vehicle was stopped. But this is not too large a price to pay for the decrease in traffic accidents. At least this would suffice until technology can distinguish between driver and rider.
