Cardin amendment hurts two-state solution

A legislative amendment introduced by Sen. Ben Cardin has been designed to pressure the European Union not to boycott Israeli settlements, as a commentary by Yousef Munayyer ("Cardin, don't tie U.S. hands for Israel," April 22) has explained. This pro-settlement proposal undermines U.S. policy which favors the two-state solution — a solution that is feasible only if settlements are curtailed.

Moreover, settlements are illegal according to Article 49 of the 4th Geneva Convention. Therefore, Europeans should be encouraged, not impeded, in their efforts to boycott settlement products. Senator Cardin, please withdraw your proposal.
