Baltimore's perplexing body camera policy

How is it that, if an on-duty police officer is being videotaped, he cannot request for the camera to be stopped. But if a police officer is videotaping his response to a crime or potential crime, the people who will appear on his official video camera have the right to request not to be videotaped? ("Baltimore police body camera policy reflects some outside recommendations, diverges from others," Oct. 27.) Somehow this seems to defeat the purpose of the on-duty officers having a video camera to film their work from start to finish.
