One of Mayor Stephanie Rawlings-Blake's foremost goals for Baltimore is to grow the city's middle class ("Mayor aims at small firms," March 9). For it to happen, residents have to feel secure that if they move to the city, they will have at least the basics in life. Nothing is more fundamental to life than clean water. Unless the city can fix its ongoing water infrastructure problems ("About 300 city water customers still without service, can call 311 for deliveries," March 6), those who can afford to move out of the city will do so and those who would have liked to move in will be too afraid.
