Baltimore is on its knees. It is probably the only major American city where the prisoners ran the detention facility with the full cooperation of jail employees.
Its school system can't account for the disappearance of millions of dollars. Its heroin epidemic is an indiscriminate monster that chews up human beings and spits out the carcasses.
And the black-on-black homicide rate is devolving into our own local version of a genocide — how else to describe the tragic snuffing out of so many young lives?
