If Baltimore is broke, why is it sending out free calendars?

Last year I received a calendar from the Baltimore City Department of Public Works. It had some nice pictures of the mayor and included inane hints like "Rats are a serious health threat!" and "Be Prepared for Winter." It was slim on useful information and mostly pointed me to the city's website.

That seemed a questionable use of funds in a city where we are told there no way to reduce the cost of government. The fact that it didn't arrive until March made it all the more outrageous.

This year's calendar still suggests I go to the city website, still features smiling pictures of the mayor, and I still question if providing calendars is a proper role for government in a city that again faces budget shortfalls and tax increases.

On the other hand, the 2012 calendar did arrive before the new year, and in Baltimore I guess that's progress.
