During most of 2013, Lt. Gov. Anthony G. Brown has been actively running for governor of Maryland. He has attended numerous political and semi-political events, often with a team of publicists and photographers.
Now Mr. Brown is having to answer questions about the poor roll-out of the state's health insurance exchange, which was one of his primary responsibilities ("Brown's conflict," Dec. 11). I guess the lieutenant governor is so busy running for his next job, that he doesn't have time to do his current job effectively.
