Voting rights not gutted by court

I really hate to see such an objective and honest columnist like Leonard Pitts Jr. so upset because he seems to think the Supreme Court's decision on the Voting Rights Act gutted the law ("The Supreme Court's assault on civil rights," July 5).

So would someone please explain to him that Section 2 prohibiting voter discrimination and Section 3 providing remedies like allowing the Justice Department to sue if Section 2 is violated are still fully intact? I really hope that makes him feel better.
