While Governor Martin O'Malley loves to tell everyone he is making the tough decisions — such as requiring state employees to contribute to their retirement funds and pay a little more for health insurance — in fact he gave them a raise, a bonus and a promise not to furlough anyone.
To pay for these increases in state employees' entitlements, he raided the transportation fund. Now, low and behold: There's a new tax on gasoline to make up for the shortfall in the transportation fund.
