The state concerns itself with saving horse racing ("Md. panel rejects racing proposal," Dec. 22); however, when it comes to preserving the life of our citizens, conflict arises ("The value of a life in dollars," Dec. 19). We should not deviate from funding important programs, such as Maryland's AIDS Drug Assistance Program, that are instrumental in preserving the life of our people. The issue of saving horse racing should not supersede saving the ailing people of Baltimore.
