In their first televised debate, Gov. Martin O'Malley vehemently accused former Gov. Robert L. Ehrlich Jr. of having raised tuition rates at state universities by 40 percent. If Mr. O'Malley is so adamantly against this hike in tuition, then why hasn't his administration lowered the rates by 40 percent during the last four years? Just curious.
