I have a simple but stunning proposal for the city of Baltimore and every other city for that matter. Baltimore can fix its budget deficit immediately by simply furloughing 20 percent of it employee payroll. That is a conservative number at the least for the "dead wood," do-nothing, bad-attitude entitlement group that are on the payrolls. Another benefit is that they won't even be missed and government will still function.
