The real problem isn't the rats, it's the people who are careless with their trash

The main reasons for the rat infestation in Baltimore City are people not placing their refuse in durable trash cans with tight fitting lids and not cleaning up after their animals ("City to double its rat control patrols," Nov. 19).

Any effort to double the size of the rat abatement program that doesn't include stringent efforts to locate and fine the people whose sanitation code violations caused the rat problem is doomed to fail.

City officials can renew their "pleas to residents to eliminate food sources for the rodents" all they want. But until they start intensive code violation inspections, I fear their pleas will fall on deaf ears.
