'Rain tax' not optional

The recent sub-headline on the editorial regarding the "rain tax" was patently false ("The bogus 'rain tax' repeal," Nov. 23).

It stated that "the truth about the stormwater redemption fee is that it is already optional." This is simply untrue and the editors know it.

The truth is that the citizens of Baltimore City and all of the affected counties are mandated to pay the tax. The only "option" left to them is whether to collect the money by means of a separate add-on tax, as is done in Baltimore County, or to take it out of general tax revenues as is done in Carroll County. In either case, the "rain tax" is collected from the taxpayers of the subdivision involved, and for The Sun's editorial board to claim that the tax is "optional" is a flat-out lie!

Shame on The Sun's editors for claiming otherwise.
