Protesters are local, not out-of-towners

Baltimore Mayor Stephanie Rawlings-Blake, whose press conference remarks indicating that she "gave those who wished to destroy space to do that" encouraged violence and destruction, has imposed a curfew between 10 p.m. and 5 a.m. through May 4 ("Baltimore riots lead to 235 arrests, 20 injured officers April 28).

Certainly those intending to riot will not be deterred by a curfew. However, it seems law-abiding people who have a legal reason to be abroad beyond 10 p.m., as well as business, will be penalized while thugs may be excused. It is noted, too, that the mayor did not specify how curfew breakers will be treated but perhaps worse than the rioters she condones?
