The Sun really doesn't get it! Larry Hogan is "repealing" the "rain tax" because it is emblematic of the over-taxing of our state's residents ("The bogus 'rain tax' repeal," Nov. 24). You can engage in all the legalistic finger-wagging you care to, but the people of this state are not impressed by The Sun showing off its legal prowess and lecturing our new governor. In simple terms, he's going to do away with it. You answered your own question with the first sentence of paragraph four: "If by 'repeal,' Mr. Hogan actually means he would like the state legislature to no longer make the fee mandatory in those 10 subdivisions where it can currently be applied, he's probably not going to get much argument from lawmakers."
Now quit being so petulant and pedantic.
Thank goodness Mr. Hogan is not a lawyer. We have too many of those around as it is.
Every new spending need that comes down the pike does not have to be met with an offsetting, special-purpose tax. Find the money in the budget to pay for it. Yes, cut something else if necessary.
