Shouldn't Baltimore have had work-at-home rules before allowing people to do it?

As a taxpayer and after a 45-year career with Bethlehem Steel and GM with rules and regulations for all employees, I have to ask why is it OK for government employees to have no accountability for the work they perform? ("City may develop work at home policy after woman's alleged scheme," Nov. 14.) And now we see that the leadership in Baltimore may develop rules for work at home employees. Shouldn't they have had rules before allowing people to work from home?
