A failure of No Child Left Behind

The fact that some 90 percent of Baltimore elementary and middle schools failed to meet adequate yearly progress under No Child Left Behind is less an indictment of the school system than it is of the law, which tends to paint excellent and terrible schools with the same brush. It needs reform, and Congress should work with Education Secretary Arne Duncan to fix it.
