Litterers are the problem, not the polystyrene

Once again the Baltimore City Council has decided to blame the inanimate object, not the actual criminal and The Sun is all in favor of it (“Baltimore City Council to pass new regulations, including Styrofoam ban,” March 12).

People in Baltimore throw trash in the streets because that is their upbringing. But instead of blaming the litterer and charging him with a crime, the City Council decides to charge the small business owner with the crime of distributing polystyrene and fine them some outrageous amount for providing the criminal with the object that is used to commit the crime of littering.

This is somewhat like blaming the gun for killing someone rather than blaming the person who was firing the gun. Another example of a business unfriendly Baltimore.
