Why is Graziano still around?

The city housing commissioner has the mayor under his spell.

What type of spell has Baltimore City Housing Commissioner Paul T. Graziano cast over Mayor Stephanie Rawlings-Blake ("City auditors say housing department hasn't explained nearly $6 million in questionable payments," Feb. 23)?

The use of $6 million in federal grant money unexplained; records that can't be found or are incorrect; some of the grant money given to county residents.

Mr. Graziano stated that there are "no rules against the city awarding grants to county residents." Really?

This follows the city's settlement to the victims of sexual abuse due to Mr. Graziano's disregard for complaints against employees at the housing agency.

Mayor Rawlings-Blake seems concerned about Baltimore's budget, but she still accepts Mr. Graziano's drain on it.
