Joppa man guilty of seeking sex from minor

A man who lived near Joppatowne High School pleaded guilty late Thursday to federal charges of enticing a minor to engage in sexual activity, according to the Maryland U.S. Attorney's Office.

The charge against Larry W. Warner, Jr., 33, stemmed from advertisements he placed on Craigslist.com initially seeking girls underwear for lewd purposes, according to the agreed statement of facts that accompanied a plea agreement entered in U.S. District Court in Baltimore.

The plea agreement stipulates that prosecutors will recommend a 10-year prison term for Warner when he is sentenced, plus supervision for the rest of his life upon release.

According to the statement of facts, in September and November 2010, Warner posted advertisements on the website Craigslist.com seeking girls' underwear for Warner to use in an act which Warner described in a sexually explicit manner. According to court records, Warner lived in the 300 block of Monaco Terrace, in Joppatowne, in an apartment complex near Joppatowne High School.

A Baltimore County detective responded to the ads, in one instance representing that he was the father of a minor girl, and in the second instance representing that he was a prepubescent minor girl. In each case, Warner engaged in graphic sexual conversations and sent sexually explicit electronic photos of children or himself to the undercover detective, according to the statement of facts.

The statement of facts says that on Sept. 15, 2010 Warner transmitted two photographs to the detective, one of four children nude on a beach and the other of a nude prepubescent girl in a sexually provocative position.

In October and November of 2010, Warner also posted additional online ads offering free babysitting services for young children while also describing his own build, genitalia and sexual tendencies, according to the statement of facts.

On Nov. 3, 2010, according to the statement of facts, Warner agreed to travel to a hotel in Baltimore County to have sexual contact with what he thought was the minor daughter of the undercover detective, but Warner later cancelled the meeting, stating that his father was in the hospital.

Several online sexually explicit conversations between the undercover detective and Warner occurred, following more Craigslist postings by Warner, according to the statement of facts.

On Nov. 30, 2010, Warner arranged to meet the supposed minor girl and her 8-year-old sister in Essex, in order to engage in sexual activity, according to the statement of facts.

On Dec. 1, 2010, Warner drove to the agreed-upon location and was arrested by Baltimore County Police officers.

The following day, Baltimore County Police officers executed a search warrant at Warner's home and recovered a personal computer containing numerous images of child pornography, according to the statement of facts.

In a news release announcing the guilty plea, Maryland U.S. Attorney Rod J. Rosenstein said subject to court approval, prosecutors and Warner agreed to 10-year prison term with lifetime supervision. Warner will also have to register as a sex offender where he lives, works and/or attends school.

Sentencing for Warner is scheduled for Jan. 13 before U.S. District Judge Benson E. Legg in Baltimore.

Rosenstein said the case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice
