City homicide unit makes arrests in Waverly, Waltherson killings

City police made arrests in two recent killings in city neighborhoods rarely in the news for crime, charging a group of men in connection with a home invasion killing in Waverly and charging the father of a Waltherson woman's children in her death.

In the most recent case, Tavon Frederick, 35, was fatally shot during a home invasion May 23 in the 3300 block of Westerwald Ave. in Waverly. Two men ­— Dontre Mitchell, 21, and Donta Dorsey, 23 — were charged in connection with the killing, and police said two others had been identified as suspects.

According to court records, officers who responded to the home for reports of a shooting were met by Frederick's 14-year-old daughter, who said her father was dead in an upstairs bedroom. Police said Frederick was found shot multiple times in the head.

Detectives believe the attackers entered the home through a rear kitchen door at about 10:20 p.m., and were seen fleeing through the back. Witnesses said that before the killing, a group of people had been seen driving around the neighborhood and circling the home beginning at about 7:15 p.m.

Mitchell, of the 3700 block of Lyndale Ave., was identified through a photo lineup, while police received a match on a fingerprint at the scene connecting Dorsey,of the 3500 block of Lyndale Ave., to the crime. A motive was not given, but police wrote in court papers that cash, marijuana, and a Playstation were stolen, and furniture appeared to have been turned over.

Detectives also charged Shawn Stevenson, 41, with the April 23 killing of 37-year-old Somchanh Sipayboun in the 5400 block of Hillburn Avenue, in Waltherson. Sipayboun was found by relatives in a bathtub in her home, and appeared to have possibly committed suicide, police said.

But an autopsy revealed she had been stabbed in the neck and suffered a broken collarbone, a fractured spine, and trauma to the head. She also had injuries indicating a sexual assault had taken place, police said.

Stevenson, of the 4400 block of Powell Ave. and who police say is the father of her children, was arrested Friday and charged with murder and sex offenses, and is being held without bail. Police said detectives learned through their investigation that Sipayboun had been a victim of unreported domestic abuse prior to the killing.

Court records show a woman named Somchit Sipayboun filed for a peace order against Stevenson in Towson District Court two weeks after Somchanh Sipayboun was killed; details of that case could not immediately be learned.
