Westminster man charged with having sex with minor, held without bail

A Westminster man was arrested Monday after being charged with having sex with an underage girl, police say.

Victor Lee Smith, 22, of the 2800 block of Manchester Road, has been charged with one count each of second-degree rape — defined as having sexual intercourse with a person under the age of 14 — a third-degree sex offense and second-degree assault, according to electronic court records.

Smith was held without bail Monday, the same day he was arrested on a warrant issued Feb. 25.

According to the statement of charges, Smith was found in bed with the minor on Nov. 17 at her home when the minor’s mother walked in.

The minor visited the Carroll County Advocacy and Investigation Center for a forensic interview with Carroll County Sheriff’s Office detectives where the minor detailed the events of Nov. 17, according to the police authored statement.

Detectives obtained Snapchat records that confirmed the minor told Smith she was underage.

Smith has a preliminary hearing scheduled for April 10 at 8:45 a.m. in Carroll County District Court. He did not have an attorney listed in court records Monday.
