Windsor Mill man charged with Westminster burglary, assault

A Windsor Mill man was arrested Wednesday after he allegedly broke through a window and assaulted a woman after being kicked out of a Westminster apartment.

Devin Gayle Raney, of Windsor Mill, was charged with first-degree burglary, home invasion, second-degree assault and related charges. He is being held without bail after a Thursday bail review, according to electronic court records.

According to the statement of charges, Westminster police were dispatched to a Westminster apartment where they spoke with a woman who said she and Raney had an argument and she had asked him to leave.

Later, he returned seeking drugs he had left at the residence, the woman told police. When the woman told him not to come over, he broke a window screen, slid the window open and climbed through, she said, according to the statement.

They argued again when he could not find what he was looking for, and the argument became physical when Raney threw her by the shoulders and strangled her for several seconds, she told police, according to the statement.

They continued to argue over the broken window screen, and Raney took items of hers, including her phone, the woman told police. Raney physically assaulted her a second time, she said.

Police noted bite marks, abrasions and bruises to the woman’s face, neck and arms. Police found a broken window screen below the window, according to the statement.

A preliminary hearing is scheduled for April 3. There was no attorney listed for Raney in court records.
