Baltimore man arrested, charged with sexually abusing Westminster minor

A Baltimore man was arrested Monday after allegedly assaulting and sexually abusing a Westminster minor in July, police said.
David Alfon Orellana-Portillo, 21, of the 4000 Block of Frankford Avenue, was charged with counts of second-degree sexual abuse of a minor and third-degree sexual offense, which are both felonies, according to electronic court records.
Orellana-Portillo was also charged with second-degree assault, a misdemeanor, and was held without bail as of Tuesday, electronic court records show.
The family of a Westminster minor told Westminster police that Orellana-Portillo, who was living in the family’s basement, had touched their child inappropriately on at least three occasions, police wrote in a statement of charges.
The Westminster Police Department initially handled the complaint before the Carroll County Sheriff’s Office assumed responsibility, deputes wrote in the statement.
Deputes interviewed Orellana-Portillo at the Sheriff’s Office on Sept. 5 and the 21-year-old denied all allegations of abuse, deputies wrote.
