On a hot summer day, Big Gunpowder Falls beckons and thousands answer the call: anglers, swimmers, kayakers and picnickers. But critics say businesses that let customers float down the river in inflatable tubes are creating "a superhighway of tubing," defiled by trash and noise that is ruining an area designated by the state as wild land and recognized by national fishing groups as a blue-ribbon trout stream.
