When members of the Baltimore County Council announced plans to phase out the county's stormwater fees, they said the fees were a burden on businesses.
They pointed specifically to Sparrows Point Terminal, which bought a shuttered steel mill in the southeastern section of the county last year with hopes of redeveloping it into an industrial complex.
Sparrows Point Terminal has the biggest stormwater fee bill in the county, by a wide margin, according to data provided by the county. It pays more than $471,000 — nearly eight times as much as the next-biggest bill, which goes to the Baltimore Business Park in Dundalk.
Councilman Todd Crandell, a Dundalk Republican, said eliminating the fees will remove a "huge burden" from Sparrows Point Terminal.
Commercial and industrial properties are charged based on the size of impervious surfaces such as rooftops and parking lots. Credits are granted for stormwater controls, including retention ponds.
The council will hold a work session and public hearing on their proposal at 2 p.m. Nov. 10, with a vote scheduled at 6 p.m. Nov. 16. Both meetings will be held in the Historic Courthouse, 400 Washington Ave. in Towson.

•Sparrows Point Terminal LLC: $471,116.77 for the former steel mill at 2001 Wharf Road in Sparrows Point.
•Baltimore Business Park LLC: $59,877.65 for a business park at 7700 Rolling Mill Road in Dundalk.
•LMC Properties Inc.: $55,577.27 for Middle River Aircraft Systems at 103 Chesapeake Park Plaza in Middle River.
•TRP-MCB Eastpoint LLC: $50,610.11 for Eastpoint Mall, 7801 Eastern Ave. in Dundalk.
•Middle River Station: $41,741.47 for the former Middle River Depot at 2800 Eastern Blvd., a property proposed for redevelopment.
•Talisman Towson LP: $37,780.93 for a shopping center at 1238 Putty Hill Road in Towson.
•SPS Limited Partnership LLP: $30,957.72 for the Sparrows Point Shipyard Industrial Complex at the former steel mill in Sparrows Point.
•Baltimore Gas & Electric Co.: $28,782.74 for a warehouse and office building at 7210 Windsor Blvd. in Milford Mill.
•Westview Center Associates: $28,282.66 for a shopping center at 5840 Baltimore National Pike in Catonsville.
