Gerry Evans, of the firm Gerald Evans, remains on top of the lobbying list with $1,051,000 in reported compensation. Once an aide to now-Senate President Thomas V. Mike Miller Jr., Evans later became one of the most handsomely-paid advocates in Annapolis. In 2000, he was sentenced to 2 1/2 years in prison for defrauding clients.
