Baltimore Police charged a man with first-degree murder in connection with a July 13, 2015 homicide in East Baltimore, police said.
Samuel Scott, 18, was arrested on Thursday in the killing of Robert Lee Jackson, 33, in the 800 block of North Belnord Avenue. Jackson was a father of two children.
