Howard County police say jiu-jitsu instructor failed to register as sex offender

Howard County police arrested an instructor at a Fulton jiu-jitsu training center this week for allegedly violating sex offender registry requirements.

Police said Scott Brian Naugle, 44, of Laurel, was arrested Wednesday and charged with failure to register as a sex offender as required.

According to police, Naugle was convicted of sexual battery of a child in another state, and after a guilty plea and conviction in that case, was ordered to register as a sex offender for life.

Police say Naugle came to Maryland about 15 years ago but never registered as an offender.

Police said they recently received a tip about Naugle and he was arrested Thursday at his business, Leverage Jiu-Jitsu Academy in Fulton. The website for the studio lists Naugle as instructor and notes that the center offers classes for all ages. Police said Naugle owns the business.

Naugle was released Thursday from the Howard County Detention Center on $25,000 bond, according to online records, and police said he has been ordered to have no contact with anyone under the age of 18.

A 23-year-old woman who was caught on video fighting with the owner of a carousel at The Mall in Columbia last summer was convicted Wednesday of assault, but cleared of other charges, Howard County prosecutors announced.

He also must register with the Maryland sex offender registry within three days of his release, police said.

Naugle could not be reached for comment Friday. A number listed for his home address was not in service. No one could be reached at the studio, and a person answering the phone at another number listed for the studio declined comment.

An attorney listed for Naugle in online records could not immediately be reached.
