Baltimore County Police have again charged a Dundalk man for impersonating a police officer in order to coerce a woman to perform a sex act on him after a fourth victim came forward.
Police said Brian Keith Cooper Jr., 30, on four occasions has picked up women, identified himself as a police officer, and offered not to arrest the women in exchange for sexual favors.
Cooper has never been employed as a police officer, but has carried a fake badge and handcuffs, police said. He has been charged in two other incidents that occurred in February, and a third occurred in August in Dundalk.
In March, when Cooper was released on bail, he told The Baltimore Sun that he was wrongly accused, saying the description victims have given police about the suspect and the suspect's vehicle do not identify him.
"It has been a nightmare. I just pray to God that they can find this person so that I can get my life back," he said previously.
The latest victim came forward after seeing an earlier news release about Cooper. She told police that in October, she placed ad online advertising sexual acts for money and was contacted by Cooper, and they arranged to meet him on Fontana Lane in Rossville.
Police said he picked her up in a dark four-door vehicle and drove behind the La Quinta Inn and Suites on Philadelphia Court. The victim told police she planned on taking the money and leaving before doing anything but after they discussed a price, the man pulled out a badge and told her would not arrest her if she performed a sex act on him.
Police said they drove to a residential community where she performed a sex act on Cooper, who then dropped the victim off on Fontana Lane.
Cooper is charged with impersonating a police officer, first-degree sex offense, and second-degree assault. He is being held without bail at the Baltimore County Detention Center. His trial is scheduled for August.
The special victims unit continues to investigate and asks that anyone with information on Cooper or similar crimes to call police at 410-307-2020.
