The woman who poured what appeared to be water on Mayor Stephanie Rawlings-Blake at the Mondawmin Festival this weekend caused a panic and could have done "bodily harm," Baltimore police wrote in charging documents in the case.
Lacheisa Pailin-Sheffer, 37, is charged with second-degree assault and disorderly conduct after the incident Saturday.
In a statement of probable cause filed in District Court of Maryland for Baltimore City, police wrote that the mayor had just finished giving a speech and walked from a stage to the parking lot area when Pailin-Sheffer allegedly approached.
"Lacheisa Pailin-Sheffer was holding a large cup of water like fluid and immediately approached the front side of the Honorable Mayor Stephanie Rawlings Blake and poured the whole cup of water like fluid onto her person which could of caused bodily harm," the documents state.
Pailin-Sheffer "began yelling and screaming at the mayor causing the crowd to panic and become fearful of the incident on hand," police wrote.
The documents also say a person whose identity is redacted was standing next to the mayor "and some of the water like fluid went into her eyes."
No injuries were reported, police wrote.
Pailin-Sheffer's attorney, Roland S. Harris, said the "water like fluid" described in the documents was simply water.
"I don't think it would cause any bodily harm," he said.
Pailin-Sheffer, whose bond was reduced Monday from $50,000 to $2,500, was released from jail Tuesday, according to online court records. Her trial is scheduled for Aug. 13.
