Baltimore police arrest one, seek others in police impersonation scheme

Baltimore police have arrested one man and are seeking others in connection with a string of thefts where suspects dressed as police officers.

John Waters, 25, of the 5400 block of Masefield Road, turned himself into police late Sunday in connection with the crimes. He was charged with two counts of armed robbery and impersonating an officer, police said.

Police are looking for three other suspects — including two whose identities they don't know. On Monday, police said they have issued a warrant for Devin Moore, 21, of the 4500 block of Harcourt Road.

Anyone with information about the other suspects may contact police.

At 10:30 p.m. Friday, police said the suspects stopped a driver in the 1300 block of Ramsey Street in South Baltimore. They searched the victim's vehicle, and they took the victim's money.

At about 4 a.m. Saturday, the suspects stopped at the intersection of Russell and Hamburg streets, near M&T Bank Stadium, where a driver ran into the curb and had a tire blow out. Police said the suspects pulled up behind the victim, and robbed the victim of his property.

Neither of the victims were injured and it is not known whether the suspects were armed, police said. In both cases, the suspects drove a gray Dodge Caliber and wore all black tactical vests with the word "AGENT."
