Second man surrenders in alleged robbery by police impersonators

A second man who police said impersonated an officer during a weekend theft and robbery has turned himself in.

Devin Moore, 21, surrendered to detectives Monday night, police said. The Northeast Baltimore man is charged with armed robbery and impersonating an officer, according to online court records. His attorney was not listed.

Moore, of the 4500 block of Harcourt Road, is the second man to surrender from a crew in black tactical vests with "AGENT" that stole money Friday night from one driver in South Baltimore, then robbed another near M&T Bank Stadium early Saturday, police said.

John Waters, 25, of the 5400 block of Masefield Road, turned himself into police late Sunday in connection with the crimes. He was charged with armed robbery and impersonating an officer, police said.

Police continue to search for two more suspects.

At 10:30 p.m. Friday, police said the men stopped a driver in the 1300 block of Ramsey St. in South Baltimore. They searched the victim's vehicle and stole money, police said.

About 4 a.m. Saturday, the men stopped at Russell and Hamburg streets near M&T Bank Stadium where a driver ran into the curb and had a flat tire. Police said the men robbed the driver.
