Information on the condition of the surviving victim was not immediately available.

Neighbors said the area had seen a slow upswing over the past several years.

"I'm so surprised," said Marcel Eimunjeze as he came upon the scene on his way to his tax preparation office on the same block as the shooting.

Homicide detectives are investigating the incident. Anyone with information is asked to call 410-396-2100.
