Five city residents have been nominated to take seats on Baltimore's police civilian review board, filling out a volunteer panel that has been described as irrelevant and ineffective.
For years, the civilian review board has had four vacancies out of nine positions, indicative of the erosion of interest in the once-controversial board by city officials and police. Baltimore's board sometimes gets misconduct complaints from police after the cases have already been closed, and the panel's recommendations - which are not made public - are very rarely followed.
The agenda for Monday's City Council meeting shows five names will be submitted to the executive appointments committee for fill vacant spots or relieve members who have long-overstayed the term limit. They are:
-Jason Filippou, of Southeast Baltimore
-Joyce Green, representing the Central District
-Keisha Allen, of South Baltimore
-Ronald Bailey, of Northeast Baltimore
-Eileen Gwin, of North Baltimore
Earlier, a sixth nominee was submitted to the council, though the appointment was pushed back due to scheduling conflicts, officials said.
