Joseph Earl Carter, 33, was arrested in August 2018 after the victim reported to Anne Arundel Medical Center staff and later police that her “Uncle Earl” had sexually abused her, Leitess’ office said.

The victim, now 4 years old, testified during the three-day trial along with the emergency room doctor who treated her, the lead detective who investigated the case and family members who described behavioral and emotional changes in the victim after the reported sexual abuse, Leitess’ office said.

Carter was already registered as a lifetime sex offender from a previous sexual offense against another child, Leitess’ office said.
