January 2010 was the fourth-warmest on record, according to the National Oceanic and Atmospheric Administration. Combined global average land and ocean surface temperatures averaged 1.08 degrees F above the 20th-century average. The warmest places on land relative to long-term norms were in Canada, the western United States and parts of northern Russia. Unusually low temperatures were noted in the southeastern U.S., western Alaska and most of Europe and Russia.
