Steve Wilson of Ellicott City wonders about snow protocol: Measure after six hours, clear the board, repeat. A BWI contractor did it incorrectly last weekend. Measuring hourly, his total was more than 28 inches. Measuring after the storm, he found 24.8 inches. "What is the problem with measuring from a clean slate ... every hour?" Wilson asks. Hourly measurements inflate the total, because there is no compaction. Measuring at storm's end allows too much. The six-hour rule strikes a balance.
