Major closings and cancellations today:

Government and schools •Area schools and local government offices are closed.

•The General Assembly will operate on an abbreviated schedule; state and federal agencies are closed.

•The U.S. Postal Service will decide this morning whether mail can be delivered.

Utility •BGE crews restored power to all but about 2,100 customers as of 9:30 p.m.

Transit •MTA will try to restore some service for buses, light rail and aboveground Metro. No MARC and commuter bus service.

•BWI's two largest carriers cut back on flights. Southwest canceled most flights; AirTran plans to operate on a limited schedule.
