Police identify man shot outside hospital

City police have identified a man shot Wednesday night outside Union Memorial Hospital by officers who received word he was stalking a female patient. Phillip Holland, 61, of the 3700 block of Roland Ave. has been charged with two counts of assault on police after officers say he pulled a knife when they encountered him entering the hospital. Holland was shot in the legs, and police had to use a Taser on him, officials said. He has also been served two warrants charging him with attempted second-degree murder in connection with a Jan. 16 domestic incident in which police say he stabbed a woman outside a Royal Farms store in Hampden. Police did not identify the officers in the shooting.

Panel won't reconsider UMUC doctoral program

>The Maryland Higher Education Commission voted Wednesday not to reconsider its decision to deny University of Maryland University College's request to offer an online doctoral program for community college administrators to in-state students, the commission chairman said. In October, UMUC officials had appealed a decision by the state secretary of higher education that restricted the program because it would duplicate a face-to-face program at Morgan State University. But the commissioners upheld the chairman's decision and directed Morgan to develop an online version within two years instead.

Former Columbia Association president dies at age 70

Maggie J. Brown, president of the Columbia Association for eight years before her retirement May 1, died Thursday of a brain tumor. She was 70. Ms. Brown had worked for the large homeowners association for more than two decades before taking over as president in 2001. Ms. Brown was an early Columbia resident who became active in governance after selling crafts in the community.

Man dies after stabbing in West Baltimore

A man found stabbed inside a vehicle parked on a West Baltimore street Thursday night died at an area hospital, police said. Officers responding to an incident in the 800 block of W. Fayette St. between South Fremont Avenue and Poppleton Street about 5:15 p.m. found the victim inside a van. The man, whose identity was being withheld pending notification of family members, was taken to Maryland Shock Trauma Center, where he died a short time later, authorities said. It was the city's 12th homicide this year.
