State won't charge for basic crabbing permit

Maryland officials have dropped plans to charge a fee when requiring previously unlicensed recreational crabbers to register with the state. The Department of Natural Resources initially proposed charging $2 for permits issued to waterfront property owners who hang crab pots off their docks or those who use dip nets along the shore. Draft regulations released this week say registration would be free for the new "basic" recreational crabbing license and for anyone crabbing from their own property. Man found shot to death in city's northeast

A man was found dead last night in the 2500 block of Garrett Ave. after having been shot multiple times, according to Baltimore police. Police were called to the Coldstream-Homestead-Montebello neighborhood in Northeast Baltimore shortly after 9 p.m. and found the man on the street, according to police spokeswoman Nicole Monroe. He was pronounced dead at the scene, she said. Police did not have a suspect last night and did not release the man's age or identity.

Part of Charles Street to temporarily close

Temporary lane closures are planned along a portion of Charles Street today because of a crane lift operation, according to city transportation officials. The two right lanes on Charles from Saratoga Street to Pleasant Street will be blocked from 6 a.m. to 2 p.m. as workers replace a heating unit on top of the Verizon Building. While one lane of traffic will remain open at all times, transportation officials warn that motorists should expect delays.

Santa to help celebrate at Carney tree lighting

The Carney Improvement Association will hold a tree lighting and visit with Santa Claus from 4 p.m. to 6 p.m. tomorrow at Carney Elementary School, 3131 E. Joppa Road.
