David Troy, a Baltimore-area technology developer, doesn't usually work for free, but he gladly did so to create a way to turn ordinary voters into watchdogs and whistle-blowers.

His work helped enable the Twitter Vote Report, in which voters are urged to document any problems at the polls tomorrow on Twitter.com, the trendy online messaging service known for its short, quick communications.
