IRISH FESTIVAL -- Celebrate the Emerald Isle with live performances from nationally recognized Celtic musical groups and local Irish dancers and get a taste of Ireland with traditional Irish foods. The festival is noon-11 p.m. today and 10:30 a.m.-7 p.m. tomorrow at the Maryland State Fairgrounds, 2200 York Road, Timonium. VETERANS DAY -- Living-history volunteers dressed as soldiers from the War of 1812 through World War II will be at Fort McHenry National Monument and Historic Shrine to talk about the fort's changing role through time. Rare artifacts will also be on display. Tickets are $7. Visitors 15 and younger, veterans and seniors with a "Golden Age" card are admitted free. The fort is at 2400 E.
