Four men arrested in shooting, robbery

Four men have been arrested in a shooting this month that paralyzed a man who had come from Africa to suburban Baltimore to finish his college education, police said yesterday.

The shooting, which has left the victim paralyzed from the chest down, occurred as the man tried to resist the theft of his iPod, Baltimore County police said yesterday.

The victim, Herve Massaba, 24, took classes at Baltimore City Community College during the day and worked at night to pay his tuition. Massaba - who had come to the United States from Cameroon about 15 months ago and who lives with his parents - was just blocks from their home in the first block of Valdivia Court in Randallstown when he was shot about 11:30 p.m. July 5, police said.

The four suspects were arrested at various times Friday, police said. Charged with attempted first-degree murder, first-degree assault and armed robbery are: Carlos Tulio Fisher, 22, of the 6800 block of Alter St. in Gwynn Oak; Derrick Henry Leroy Jacobs, 29, of the 3700 block of Trent Road in Randallstown; Rodney Taureen Moore, 24, of the first block of Valdivia Court; and Riyan Seth-Jordan Williams, 18, of the first block of Tentmill Lane in Pikesville. Moore is also charged with possession of a firearm, police said. During searches of Moore's and Jacobs' homes, detectives recovered Massaba's iPod and a handgun that might have been used in the shooting, police said.
