A Carroll County man has been charged in the rape of a 15-year-old Taneytown girl -- the second rape of a Taneytown minor reported this week, authorities from the Carroll County Advocacy and Investigation Center said yesterday.

William M. Smith, 24, of the 100 block of Carnival Drive in Taneytown was arrested Thursday and charged with second-degree rape, conspiracy to commit second-degree rape, third-degree sex offense and second-degree assault, according to court records.

The incident allegedly occurred in the early evening of July 11 at Smith's home, authorities said.

Smith is being held at the Carroll County Detention Center on $500,000 bond, officials said.

Earlier this week, two other Carroll County men were arrested on 10 charges in the alleged rape July 15 of a 16-year-old Taneytown girl, police said.

The suspects, Fidel Melo, 20, who has been living in the Westminster area, and Nicholas W. Queen, 18, of New Windsor, are being held at the county detention center with no bond, officials said.
